Donald Trump has suffered a major legal setback in his dispute with Harvard University.

On Thursday, U.S. District Judge Allison Burroughs issued a two-page temporary restraining order ruling that the Trump administration cannot bar international students at the university from entering the U.S.

The Boston-based judge ruled that Trump’s directive barring foreign nationals from studying at Harvard for six months would cause “immediate and irreparable injury” before the courts could fully review the policy.

The ruling followed Trump’s move to block foreign students and researchers enrolled at Harvard from entering the U.S., citing national security concerns. Alongside the entry ban, Trump authorized Secretary of State Marco Rubio to begin revoking the visas of international students already studying at the university.
